Transport Minister Michael Wood announced on Wednesday he wanted to draw a line under the disquiet that surrounded previous ideas for the project and listen to Aucklanders about what sort of light rail system they want.
Key decisions on the project will now be put out to the public, who will have their say on what they would like light rail to look like.
Those decisions include the route the line will take, whether it should be surface-level light rail or a light metro that goes underground, and who will actually own the line.
Wood will create an establishment unit, which will take input from Aucklanders about what they want from the light rail project.

The Diploma chefs achievement comes after nearly TWO years of chopping, preparing and cooking and many tests and assignments and a bunch of hard work plus some serious determination and the privilege of remote cooking through FOUR Lockdowns!
The Advanced Level 4 chefs started in June 2020 and worked through their programme with only THREE lockdowns and remote cooking. Needless to say, we are delighted to be able to award these qualifications after what can only be described as a roller-coasted period.
The menu included Gratinated Snapper with mushroom, spinach with Sauce Hollandaise, Pigeon Bay lamb with corn, polenta, baked cherry tomatoes and basil and Crêpe with raspberry parfait and vanilla cream to finish.

Only shops selling certain goods can legally trade on Easter Sunday, and those breaching conditions can be fined up to $1000.
But Auckland Mayor Phil Goff says critics have left it too late, as the process to change trading rules can take over a year.
Local government has had the power to rule on whether retailers can open on Easter Sunday since the National government passed the responsibility down in 2016.
Prior to this, only shops that sell necessities, such as dairies, service stations, and pharmacies, were given exemptions to trade.
Thirty-nine of the country’s 67 councils have created bylaws to date allowing retailers to open if they want, but Auckland, Wellington, and other major centres remain opposed.
Newmarket Business Association chief executive Mark Thomas said the restrictions are “ridiculous and out of date”.
“There are so many discrepancies in the law it seems a bit ludicrous,” he said.
