Is it an illegal policy, or the perfect deterrent to land-bankers?

That was the clash of perspectives in the Christchurch City Council chamber on Wednesday, as developers and residents presented to councillors about its controversial proposal to significantly hike the rates of vacant central city land.

Prominent developers, including Richard Peebles, Philip Carter, Dean Marshall, and Ernest Duval, told city councillors on Wednesday they were going after the vacant land problem the wrong way. Carter claimed the proposal was illegal.

But, a central city neighbourhood association says the plan will stop land-bankers.

What is the proposal?
- From mid-2022, the council wants to more than double the differential on the “general” component of the rates bill for central city vacant landowners.
- If a site has consented use happening on it, for example a consented temporary car park, it would not be pinged.
- Only sites in the Central City Business Zone or the Central City Mixed Use (South Frame) Zone are part of the proposed hike.
- Sites that are “improved and maintained” in line with the council’s vacant sites improvement guide could apply for a rates remission. - Whether a site is complying will be decided by the council.

Christchurch’s 30,000-seat stadium, Te Kaha, has blown its budget by at least another $50 million, Stuff understands.

City councillors will soon have to decide whether they either increase the $533m budget once again, head back to the drawing board or pause the project.

Council staff are refusing to comment on the spiralling costs, saying more information will be available in the coming weeks.

But the council has advised the Treasury of issues with the budget, a spokesperson for the Government department said. Read more here.

The Christchurch City Council has approved changes to reduce speed limits from 50kph to 40kph on 28 streets in Shirley and nine streets on and around Scarborough Hill.

“The feedback we received during consultation showed good support for these changes with a number of residents saying they already travel below the current speed limit," council transport operations manager Stephen Wright said.

“Implementing these changes will better reflect the street environment and help people unfamiliar with these areas to understand the safe and appropriate speed to travel.”

Speeds in Shirley would be monitored to see if further traffic calming measures were needed.
