Majority from procession for gang tangi 'behaved within road rules'

Maybe I'm missing something, or maybe I need to go and get my eyes tested when the optician re-opens.
But could someone please try and explain to me how this is an accurate statement?
The lead photo indicates that the headline is INACURATE!!

Since when is sitting on the window ledge of the cars while travelling down the motorway allowed?
While you are thinking about that, are a large volume of people allowed to travel in the open back of the ute? NO!!!

Also, at least 200 people gathered on the street (dozens wearing Mongrel Mob insignia) - all breaking the current Covid restrictions for gatherings and funerals.

I'm so angry that so many of us out here are really doing our best to adhere to the rules both in real life (on the road) and also in our 'Covid life'.

So how is it that these gangs are running wild and doing what they want, when they want and to who they want to?
Maybe we should all get patched up to have more freedom - yes, I'm being sarcastic, but I'm so angry and so disappointed in the powers that be for continually allowing this.
