Minor dwelling/tiny home

Hi neighborhood
We are looking at putting a minor dwelling on our section (cross leased).
Well aware of the pitfalls of being cross leased, but finding ourselves increasingly frustrated with mixed messages between council and tiny home manufacturing companies.
Both parties say that the other doesn't know the rules..
Appreciate that each place is different, looking to hear from anybody who has trodden this path before us..
All advice and experience welcomed .
