HELP - Plumber or handyman urgently required

My outside tap will not turn off, at all, wasting hundreds of litres of water.
All plumbers I have contacted are booked or closing for Christmas.
My landlord mentioned ages ago it is not washer and tap needs replacing. It was just leaking and now full flow.

I cannot get a replacement tap as I can't drive due to arm operation. Second hand working would be fine.
