But not all is lost.
For years I have been saying make the CBD a mix of retail and apartmental. In other words compact the shopping and bring people right into the precinct by accommodating them. Make it living instead of lifeless.
It seems this might yet happen.
The owners of the mall had plans to increase the size of the mall considerably. Thank goodness they have not as now the current mall is virtually filled at long last and any increase in size will remove what little is left of the outside and the CBD would become disfunctional.
I have pitched for a Jackson Street (Petone)- like operation for Main Street with the council chipping in to help (rates holidays) and encourage in improvements and converting buildings to accommodate apartments and soliciting free paint for building exterior upgrade and "group" benefits for renovations.
Tracy Bull is quoted in The Leader as saying she loves the CBD the way it is. Whew. I wouldn't be supporting her opinion.
Councillor, Paul Lambert didn't see the CBD being required much above "ordinary" when I last spoke to him about it but I think that included in the mix should be boutique type of shops that along with the other major retail players will help to attract the public from the southern Wairarapa to come and shop in Upper Hutt instead of travelling further south to Lower Hutt or further north to Masterton.

The area is fast approaching the half way stage of its 700 dwellings. All are equipped with burglar alarms, secure door locks and security lights and some with cameras and some with dogs.
But determined, professional burglars seem able to overcome these obstacles. On their side are high fencing, double and triple glazed windows stifling sound, the demise of Neighbourhood Watch and the general lack of neighbours communicating with each other. The latter is a major issue and a reason could be something verging on cultural typicalities.

NZ was always going to do well and perhaps now will do even better through the competition restrictions of Covid 19 having a slightly less affect on Kiwi athletes than it does on those of many other countries.
Feel most sorry for the three NZ track and field athletes who actually well and trully qualified for the Olympics but the NZ selection panel has kept them out. Mean spirited, lacking in pin pointed knowledge and not thinking ahead.
Will be glued to the tv for a couple of weeks.

With many streets in Upper Hutt so narrow that when two normal cars park either side parallel with each other vehicles cannot pass. I can think of one street where only a car parked curbside will cause a mini bus to slowly edge past. And yet a 44-seat bus, supercampervan or caravan and a monster truck, can gleefully take up any vacant space.
Could be that the UHCC should be bringing in sensible regulations regarding parking.
