Cow on the road

Our son was driving to town and on Woodfielda Rd near Northwood Rd in Swannanoa there was a cow walking around the road.

Our son corralled it up someone's drive so it was off the road.

Don't know if it was the correct drive so posting here in case someone recognises the cow.

Today (Wednesday) we're having another Neighbourly Q&A session. This time with Cat Rikihana who is a financial mentor, educator and financial capability practitioner at Financial Freedom Trust in the Manawatū.

Cat Rikihana (Ngai Tahu) like many financial mentors around Aotearoa, works with individuals, groups and whānau to successfully navigate financial stress and hardship. Mentors work alongside whānau to increase confidence and skills in personal money management and advocate with and for clients. Cat enjoys delivering online and face-to-face workshops which provide opportunities to normalise money conversations and encourages people to make time to consider their financial well-being.

Cat is also an independent financial well-being coach, educator and indigenous life coach at Restore Wellness Network. She is a published writer and currently in the process of writing her first non-fiction book: 'A financial self-care guide for women in Aotearoa.'

North Canterbury's beaches will have more patrols this summer after the local council deemed water safety a "must-have" for the region.

Waimakariri District councillors voted to increase its lifesaving budget by 23%, approving an additional $22,597 for the 2024-25 summer season — $1.84 per ratepayer.

However, one councillor voted against the funding boost, saying Surf Lifesaving could look at user-pay options - an idea flatly rejected by the deputy mayor.

The extra funding will allow Life Saving New Zealand to increase its patrol days over the summer and provide wage increases.

Prime Minister Christopher Luxon last month called on councils to focus on essential services and "rein in the fantasies" on spending.

Councillors queried whether funding Surf Lifesaving was a ‘‘nice-to-have’’ or a ‘‘must-have’’.

Councillor Paul Williams voted against the funding increase and suggested the Waikuku Beach Surf Life Saving Club look at alternative funding options like user-pays, such as a collection at the beach.

But Deputy Mayor Neville Atkinson said the council had a responsibility.

‘‘If not us, who? Who is responsible? I’m not sure rattling a box at the beach is a viable option, if you are relying on people to keep loose change in their budgie smugglers.

‘‘You cannot put a value on saving a life at sea. It is horrific in any event.’’

Councillor Robbie Brine said it was ‘‘absolutely essential’’ the region’s beaches were patrolled by professional lifeguards, while councillor Al Blackie said he would find it ‘‘bizarre’’ if anyone suggested saving a life was ‘‘a nice-to-have’’.

Mayor Dan Gordon said he did have concerns about funding requests being received after the long-term plan has been adopted, but he supported the extra funding.

‘‘This is about ensuring people on our beaches are safe.’’

Councillors Brent Cairns and Philip Redmond said the Woodend-Sefton Community Board has been asking for increased funding for beach patrols for several years.

Redmond said Woodend-Sefton Community Board chairperson Shona Powell had indicated funding the beach patrols was ‘‘a big bang for buck’’, given population increases and the beaches served the whole district.

Surf Life Saving New Zealand has paid patrols at the Waikuku, Pegasus and Woodend beaches on weekdays during the school holidays.

It is planning to increase paid patrol days from 85 to 99 days, including 39 days at Waikuku Beach and 30 days at both Pegasus and Woodend beaches, with 10 life guards employed during December and January.

Council staff will liaise with Surf Life Saving New Zealand, the Woodend-Sefton Community Board and other stakeholders to confirm the patrol dates.

A budget of $118,090 was approved for the 2024-25 season in the long-term plan.

The Waikuku Beach Surf Life Saving Club also provides volunteer patrols at Waikuku Beach during weekends from Show Weekend until March.

A Canterbury high school says vaping use has gone down significantly since vaping sensors were installed a year ago.

Rangiora High School installed sensors with cameras in toilet corridors in August last year in a bid to stamp out increasing problems with vaping and anti-social behaviour.

One year on, acting principal Remihana Emery said it is now ‘‘very rare’’ for the sensors to go off and there are fewer incidents of anti-social behaviour.

‘‘Kids will be kids and try what they try, we were no different.

‘‘It is really about informing our kids about the risks so they can make informed decisions.’’

Emery said the message seemed to be getting through, as most students now understood the risks.

‘‘But we can’t take our foot off the accelerator.’’

The sensors have cameras, which are triggered by the vapour to take a photo.

When students were caught, the school supported them and their parents to help them give up vaping.

Board of trustees presiding member Simon Green said the sensors were expensive, but he is pleased with the outcome.

‘‘The board is really supportive of the initiatives the leadership team is taking and we are pleased the students can now use the toilets for their intended purpose.’’

Rangiora High School has also been part of a pilot programme to use digital technology to help young people give up vaping.

Ignite Aotearoa and oVRcome have joined forces to pilot a virtual reality programme in four secondary schools, including Shirley Intermediate School (Christchurch), Wellington College and Tangaroa College (Auckland).

Young people are given access to clinical desensitisation therapy via a virtual reality headset linked to their smartphones.

Kaiapoi High School chose not to install vaping sensors, but principal Jason Reid said vaping use at school had decreased.

‘‘Since the beginning of the year our vaping stats have gone down to 10 percent of what there used to be.

‘‘A big part of that is being caught.’’

Reid said the school treated vaping as a public health issue and used restorative processes, working with the student and their parents.

‘‘When we have an open discussion around the table with parents they tend to be more honest.

‘‘After all, you don’t have to hide it - you’ve been caught.

‘‘There are still consequences, especially if they are repeat offenders, but the aim is to remove the harmful behaviour.’’

Reid said the focus was on supporting students to give up vaping.

There had been some push back from students who said they didn’t want to quit, but it had more to do with addiction, he said.

Vaping, like smoking, is banned in schools, but it is proving to be addictive, which leads to anxiety, increased impulses and irritation as students crave their next hit.

Not enough is known about the long term health impacts of vaping, Reid said.

Families could get support from their GP and their were resources on the Smokefree NZ website.
