Arithmatic, Council Spin!

There are just on 36000 district rate payers, that are eligible to vote in this NPDC sham called a election. Last election only 11,750 people had countable votes. How come the mayor and others call this a 47% voter turn out? Can someone explain! Or am I just being too cynical at the carry on with this election. Changing Councillors wont change anything Im afraid. You have to clean out the Bureaucrats. That's where there is a nest of Empire Builders". They manipulate/dictate to the Councillors, I kid you not!
