Potential Overcharge for Car Warrant & Service

Hello. I am seeking guidance around what I feel is an overcharge for my car warrant and service with the overall customer service not to satisfaction. I went to Malcolm Reid Auto & Electrix in Napier. Warrant passed with no need for any amendments to my car. However, when servicing my car I required new spark plugs and an air filter. Sean rung me to inform me of this, leaving a message on my phone as i was working. In ringing him back, I agreed to have these replaced and was informed they would each be around $35, with a total extra cost of $60-$70, when in fact I was charged an extra $101.75! Additionally, it appears when looking at the bill (please see picture), that one of the hubcaps is second hand.

When it came to paying the bill, i enquired about paying it off, in which I was informed no they did not have this option and if I did not pay the full amount they would take my car until the amount was paid.

Is this reasonable or unfair? Please advise your views on this.
