In December 2019, an independent commissioner granted resource consent for the operation of stage 3, Wainuiomata Cleanfill.
The conditions of consent require the consent holder to prepare a Site Management Plan (SMP) and make it available for community feedback.

One proposed solution? Small levies on industries that profit from financial hardship — like banks, casinos, and similar companies.
