A lack of investment remains a concern as Environment Canterbury backs the region’s transport plan.
The regional council voted to adopt the 2024-34 Canterbury Regional Land Transport Plan at a council meeting on Tuesday afternoon.
But councillors expressed concerns at a perceived lack of funding from central Government and a potential funding shortfall.
The Canterbury Regional Transport Committee, comprising the region’s 10 mayors, gave its approval to the plan at a meeting on April 18.
Councillor Deon Swiggs said the there had been under-investment in transport and infrastructure in the South Island for too long.
‘‘It is a relatively good plan, but we need to get on top of the funding because we are getting behind in Canterbury and in the entire South Island.’’
He was also concerned at the lack of a timeframe set out for the implementation of the proposed mass rapid transport for Greater Christchurch.
Environment Canterbury principal strategy advisor Clare Pattison said the regional transport plan set out priorities for transport in the region.
But the timings would ultimately be set by Waka Kotahi New Zealand Transport Agency and the regional council.
She said the council could refer questions back to the regional transport committee if there were concerns.
Councillor Grant Edge said if the council did not adopt the plan by the June deadline, it would put at risk funding for Canterbury’s roading projects.
Councillor Vicky Southworth said funding was issue which ‘‘continues to be raised’’.
‘‘Hopefully something changes, but we have to put our best foot forward and hope we get the support.’’
The plan proposed an investment of $10.8 billion over 10 years, which would double the region’s transport investment.
But it will require a $4.6b contribution from central Government.
Key projects include the proposed Woodend Bypass and a second Ashburton bridge.
The plan also includes public transport improvements for Greater Christchurch, which are dependent on Government support.
It will now be submitted to Waka Kotahi to be included in the National Land Transport Plan.

'On Feb 14, 2023, Cyclone Gabrielle flooded many of the rural areas. Puketapu Hotel went under perhaps half a meter of water. However, immediately Mary Danielson and her son, Sam Danielson, along with their loyal staff pulled it together to cook copious amounts of food that without electricity would have been wasted. Throughout the years many of us have been treated with a pub gathering where we can reconnect and a free meal. At Christmas there was Santa, games, gifts for kids, donated patchwork for adults, an ice cream truck and lots of camaraderie.
This February on the cyclone anniversary, they again pulled out the stops to give hundreds of us a special night. We are all tired of the cyclone cleanup and they understood that it was needed.'

As it is often impossible to give a quote for work to do with tailoring she will give a guesstimate, if her time exceed this figure, she will charge that figure no more. But if the work takes less time, this will be the figure. Also, a client who eventually came to Vivienne had taken, a dress she very much liked, to another repair and alteration business who messed it up. Vivienne adjusted to fit well, straightened the one to straight back seam as well as other adjustments. She spent hours on it but charged well less than this time, due to empathy for the disappointment created by the bad job. Vivienne Shepherd is truly focused on doing the best by her clients. She definitely pursues excellence.'

The shop is small but inviting and he keeps loyalty cards for regular customers, bonus treats! I only found out recently that he struggled with dyslexia and left school early, but is a born baker and has gone from strength to strength. Long may he practice his craft!'

What red flags should you be looking out for? Ask yourself these questions...
- Were you expecting this message? or was it out of the blue?
- Are they saying there's a problem which you didn't anticipate?
- Are you having to give money over?
- Are you being rushed?
- Are you being told to click on a link or go to an unfamiliar website?
- Are you being asked to share personal info or passwords?
- Are you being asked to pay in a strange way like wire transfer, gift cards, etc
- Does something not feel right? Do you feel confused?
If you answer yes to any of these questions, it's best to stop communicating and seek support. But if you've already given over money, contact your bank immediately.

Kaikōura could have new public toilets ready for the summer influx of visitors.
The Kaikōura District Council has placed an order for new prefabricated units to replace the existing West End toilet, increase capacity at the Mill Rd toilet, and provide a toilet for Churchill Park.
Chief executive Will Doughty said the existing West End toilet block required ongoing maintenance and no longer met the ‘‘modern expectations of public toilets’’.
‘‘We hope they will be ready for Christmas, so this gives us enough time to get them ordered, delivered and installed.
‘‘It is really great that we can get that going.’’
The community has been requesting a public toilet at Churchill Park for some time, while the Mill Rd toilets at the northern end of Kaikōura were heavily used by travellers, Doughty said.
The project will be funded by a $900,000 grant from the previous Government’s ‘‘Better Off’’ fund and a $135,860 grant from the Ministry of Business, Innovation and Employment’s Tourism Infrastructure Fund.
■ Thirteen Kaikōura organisations are set to receive a funding boost.
Doughty said 22 applications were received from local organisations for the council’s $100,000 discretionary grant, with 13 successful.
He said $39,000 will be allocated to the sport and recreation sector, $27,500 to heritage organisations, $18,500 to the arts, $10,000 to community organisations and $5000 for environmental projects.
‘‘It represents quite a good mix of the various organisations in our community,’’ he said.
Most of the unsuccessful applicants did not meet the funding criteria, but there were other funding avenues they could apply for, Doughty said.
The Kaikōura District Council’s discretionary grant will be confirmed in the 2024-34 long-term plan, when it is adopted at the June council meeting.

For the first time, two new languages have been added to the calendar, as we recognise the language of Papua New Guinea and the Solomon Islands. These join Rotuma, Samoa, Kiribati, Cook Islands, Tonga, Tuvalu, Fiji, Niue and Tokelau.
The overarching theme of the language weeks for 2024 is sustainability, aligning with UNESCO’s long-term vision to protect indigenous languages, not just in the Pacific but worldwide. Sustainability can include the physical, but also language – which incorporates heritage and identity – with UNESCO saying at least 40 per cent of the world’s 7000 languages are in danger of being lost.

Key appointments have been made at Kaikōura's council, but there are still gaps to fill as it struggles to find staff.
Staff recruitment has been a headache for the Kaikōura District Council in recent years, but chief executive Will Doughty says he has finally appointed a new building control manager.
The council has had vacancies in its building department for more than two years.
‘‘We are consistently chasing our tail looking to get some replacements and we have had good support from contractors and other councils in the building space.
‘‘But it is good to get a full-time role based here.’’
Doughty said other Canterbury councils have been providing support with building inspections and consenting over the last two years, particularly the Hurunui District Council.
Glen Vaughan will be moving from the Central Otago District Council to be the new building control manager in Kaikōura, starting on July 1.
A new building administrator and a new emergency management officer have also been appointed.
But the position of building control officer remains vacant after more than two years, while there is also a vacancy for a part-time customer services officer.
Despite the lack of permanent building staff based in Kaikōura, the council has received a favourable accreditation assessment from International Accreditation New Zealand (IANZ).
‘‘It is a credit to the team that we have no significant non-compliances and seven general non-compliances,’’ Doughty said.
‘‘This is an outstanding result.’’
Should the council address the general non-compliance issues by July it will be classified as a ‘‘low risk’’ building control authority, with the next assessment due in 2026.
