Voting Papers Missing or Thrown in Rubbish Bin

I am concerned about the voting process for mailing votes out and sending them back in.
The Resthome received mail for residents on Tuesday and by Thursday we simply can’t find my dad’s voting papers.
It’s not like my dad’s family don’t see him and care for him and yes this isn’t the case for every resident.
Where is his voting papers? I came in to sit with him to discuss Candidates. Staff didn’t care. I made a complaint to management.
So now we don’t know if he voted, someone else has voted for him or was his vote wasted. So can a staff member or management “Help with your voting document”.
There is easy 20-100 plus residents in each Resthome or facility in the Denby Ward this could swing the vote.
When are applying or registering to vote for the local elections how do they prove you are real or actually live in Whangarei?
