What do you think of the 'three and three' housing rule?

It was going to allow three-storey dwellings to be built without consent, but National has pledged to scrap it.

Hamilton's council thinks that'd give "more control" locally, but doesn't yet have the details.

Beggars at supermarkets, shopping complexes.

This whole scenario is out of control. I do not carry cash, ever, only my card. I have tried to help 2 saying they were hungry: purchased items and gave. Later saw the items just lying on the footpath.(Dinsdale Shopping Centre). Yesterday, I had to trip over another two, to shop at Woolworths/CountDown in Te Rapa). WHY are these people doing this? Welfare care is available. I have to think they are just scammers now - they should be stopped from harassing customers for money.
