Poll: Do you think stronger bylaws will make a difference?

Libby Totton Reporter from Waikato Times

Bylaws to counter antisocial behaviour in Hamilton’s CBD sparked fiery debate on Thursday, but city council staff admitted they are unlikely to be enforced - ever.

Do you think stronger bylaws will make a difference? Tell us your reasons in the comments (adding NFP if you don't want your words used in print).
