Tania Miller started working as a permanent caregiver at the Kimberley Rest Home in Palmerston, about 55 kilometres north of Dunedin, from June 25, 2015.

But after a night shift in April 2017, her job abruptly ended. She took her case to the Employment Relations Authority.

Dunedin's Hillside may be back on track

The 7-hectare complex was built in the heart of South Dunedin in 1875, and employed about 1200 people at its peak. Most of its work was for KiwiRail before it closed in 2012 with the loss of 90 jobs.

It was not mentioned in the Government's official statement on rail investment as part of the recent Wellbeing Budget, but was raised by associate Transport Minister Shane Jones, who told media the closure was a "mark of shame" under the previous Government.

On a per-capita basis, the Tasman Police district is the worst with an infringement level of 1.01 over four years. The region includes Nelson Bays, the West Coast and Marlborough. It was the only area surveyed to break the 1:1 ratio.
