Opawa school's redevelopment delayed after construction firm went bust

Rebuild work at a Christchurch school – which was already behind schedule – was further delayed when the construction firm went bust, owing more than $5 million.

Christchurch-based Corbel Construction went into liquidation in December 2018, owing $4.5m to unsecured creditors, $266,000 to BNZ and $960,000 to a private trust.

The company was part way through the first stage of Opawa School’s post-quake redevelopment at the time.

The project – which included new teaching spaces and an administration area – was originally scheduled for completion by September 2017, but did not finish until June 2020, at a cost of $4.5m.

Corbel Construction was founded in 2000 and employed about 80 full-time staff.

It secured several Ministry of Education contracts as part of the Christchurch Schools Rebuild Programme, including $5m for Shirley Primary School’s refurbishment and $2.2m for the construction of a classroom block at Tai Tapu School.

It was also chosen to deliver the $16m upgrade for North Canterbury schools, expanding or improving facilities at Oxford Area, Rangiora Borough, Ashgrove and Southbrook schools.

Head of education infrastructure service Kim Shannon said the ministry was made aware of the firm’s liquidation at the time, and Opawa School was kept “fully informed”.

“The project was delayed by about five months while a replacement contractor, Contract Construction, was appointed,” she said.

Sally Ormandy, principal ​of Opawa School, said they were continuing to work with the ministry to complete their remaining building work.

Another 146 properties across Banks Peninsula are now considered under threat of flooding if a tsunami hits the Canterbury coastline.

The Christchurch City Council has updated its tsunami evacuation zones on the peninsula based on new scientific research.

Some 1549 street addresses are now included. The previous total was 1403.

“The latest modelling shows us that in most areas, flooding from a tsunami may extend further inland than allowed for under the previous tsunami evacuation zones,” council Civil Defence emergency management head Rob Orchard said.

People can check if their property is in a tsunami zone by viewing an interactive map on the council’s website.

Woolston Village revamp makes steady progress

Eels and whitebait will be wriggling across Woolston Village, etched into new pavers to illustrate the cultural significance of the area.

The sandblasted pavers are integral to a multimillion-dollar upgrade for the community village.

The tuna (eel) and īnaka (whitebait) pavers will sit at intersections where the side streets run towards the Heathcote River.

Tuna and īnaka live in the Heathcote River, which is also home to īnaka spawning sites.

Several bluestone pavers will also represent Woolston’s heritage, acknowledging those buildings lost during the 2010-2011 earthquakes.

Christchurch City Council’s Ferry Road Suburban Master Plan aims to revitalise the village while retaining the industrial character of the 150-year-old area.

The project – led by contractor Citycare – runs along Ferry Rd from Portman St to St Anne’s School. It includes decorative pavers, mini plazas, wider paths and cycle lanes, and more trees and plants.

Contractors have also relined the underground wastewater pipes along the main road, using the less disruptive spiral lining method, rather than having to dig a big trench to replace the pipes. All the wastewater work is now complete.

Work at the site will shut down for four weeks from early December until early January.
