It would unfortunately appear this is a familiar and ongoing major concern for the many affected residents in Christchurch. Believe this is also a failure in the acknowledging of current NZ transport legislative regulations by the Christchurch City Council.
Would somebody like this? It works really well. Just has a piece missing off the top but doesn't effect it at all.

Many people must have gone without milk when I pinched the coins out of the milk bottles of people in my street, I would rush to the dairy and then have the agony of deciding what to buy. When I left home and got my first job, my very first pay went on packets of bite-sized chocolate bars which were hidden under my bed.
