In the lead-up to the 2023 general election, The Press is profiling Canterbury’s electoral races. Here’s what you need to know about the candidates running to be Waimakariri’s MP. (By reporter Keiller MacDuff).

The relatively young electorate of Waimakariri was created in 1996 ahead of the first MMP electorate from parts of the old Rangiora and Christchurch North electorates, and includes the rural towns of Oxford, Rangiora, Kaiapoi and Pegasus.

Former Labour Prime Minister Mike Moore represented the area three times - first when it was the Papanui electorate from 1978-81, then Christchurch North from 1984-87, and finally Waimakariri from 1996-99.

He was succeeded by Labour’s Clayton Cosgrove, the longest-serving Waimakariri MP, who lost the seat in 2011 to National’s Kate Wilkinson, the first and only woman to represent Waimakariri, from 2011 to 2014.

National party MP Matt Doocey won the electorate in 2014, and has held it ever since.

In the 2014 boundary review, Waimakariri lost much of Redwood to Christchurch Central and Marshland to the Christchurch East electorate.

The red tide of 2020 saw the Waimakariri party vote join the swing to Labour. In 2017, the National Party won 53% of the party vote, compared to Labour’s 32%. Three years later, Labour took 49% to National’s 28%.

Sitting MP Doocey is National’s senior whip, the South Island’s top-ranked National MP (#8 on the list), party spokesperson on youth, mental health and suicide prevention, and associate health spokesperson.

Labour MP Dan Rosewarne (#32 on his party’s list) entered Parliament in June 2022, following the resignation of Kris Faafoi.

The former army officer who lives in Woodend lost to Doocey in 2020 by one of the smallest margins in the country (1507 votes).

ACT’s candidate Ross Campbell (#43 on the the party list) lives in Rangiora and is pledging to “help the people in my little piece of the world”.

Deputy leader of Democracy NZ Gordon Malcolm, the anti-mandate party formed by ex-National Party MP Matt King, is promising to open an inquiry into the Waimakariri District Council’s property purchases, reject co-governance, and stand up to “climate change hysteria”.

Former leader of the New Conservative party Leighton Baker is making his sixth attempt for an electorate, albeit with a brand new party, the eponymous Leighton Baker Party.

Turnout in 2020 was 87.5% - compared to national enrolled voter turnout of 81.5%.

The Waimakariri district’s population has passed 66,000 and is on track to top 78,000 by 2031.

An influx of residents following the 2010 and 2011 earthquakes saw rapid growth in the past decade.

One of the most monocultural electorates in New Zealand - second only to Rodney in the proportion of European residents (91.2%) - Māori (8.7%) and Asian (4.5%) populations are about half and one-third the national averages respectively, and it has the second lowest Pasifika population (1.5%) in the country.

Waimakariri has the highest proportion of homeowners in New Zealand, with nearly two-thirds (65.8%) of households in the electorate owning or partly owning their own home.

The three major employing industries are construction (14.3%), manufacturing (11.5%) and retail (10.6%).

In the lead-up to the 2023 general election, The Press is profiling Canterbury’s electoral races. Here’s what you need to know about the candidates running to be Christchurch East’s MP. (By reporter Liz McDonald).

This coastal electorate runs from the mouth of the Waimakariri River in the north, through the Brighton suburbs to the Southshore spit in the south, and stretches inland as far as Prestons, Shirley and north Linwood.

It takes in most of the riverside red zone, most of Christchurch’s beach suburbs, and many of the city’s cheapest housing areas.

At the time of the 2018 census, the electorate had the biggest proportion in the country of technicians, trade workers and construction workers.

Almost half the electorate had personal incomes under $30,000. A total of 15.5% listed themselves as Māori, and 18.5% were born overseas.

East Christchurch has a long history of backing Labour candidates, and sitting member Poto Williams has the biggest majority in the South Island after taking 63% of the vote in 2020.

Williams, a minister outside Cabinet, has held the seat for Labour since winning a by-election in 2013 when former member Lianne Dalziel stepped down to contest the Christchurch mayoralty.

But in 2014, in the aftermath of the quakes and with an expanded boundary after red zoning, the Labour dominance in Christchurch East was overturned. While Labour took the seat that year, National comfortably won the electorate’s party vote, with Labour more than 4000 votes behind.

This year Williams is not seeking re-election and Reuben Davidson will feature on the Labour ticket after unsuccessfully standing for the party in Selwyn three years ago.

Davidson has just left his job as a producer for Whitebait Media, and has stepped down as chair of the Banks Peninsula Community Board, although he remains a sitting board member. He now lives in North New Brighton Brighton after moving from Lyttelton.

With Christchurch East one of the safest seats in New Zealand, the other candidates will realistically be fighting for a share of the party vote.

Standing for National in Christchurch East for the first time will be Matt Stock, who has lived in the electorate for 20 years. Stock works as a teacher and is head of science and a senior dean at Hornby High School. He sits at number 50 on his party’s list.

Sahra Ahmed is the Green Party candidate. Ahmed is a nurse who works as refugee health clinical lead at Pegasus Health. She came to New Zealand from Somalia as an asylum seeker in 1990.

Representing ACT will be Toni Severin, the only current MP standing in the East Christchurch electorate. Originally a laboratory technician, Severin co-owns a business and entered Parliament on the ACT list in 2020. This time she is at 14 on the list, down from 9th in 2020.

Shane Wiremu is a small business owner who is standing for NZ First and is at 22 on the party list.

The remaining candidates for Christchurch East are Helen Houghton (New Conservatives), Paula Lambert (Aotearoa Legalise Cannabis Party), Sam Park (Independent), and Danette Wereta (Animal Justice Party).

The Press debate is back, and it will go ahead with double the leaders.

The original debate was scheduled to take place this week, with Labour’s Chris Hipkins and National’s Christopher Luxon. But Hipkins fell ill with Covid-19 on Tuesday, and Luxon said his schedule for the following week was too full to reschedule.

After postponing, The Press invited the leaders of every party tracking to return to Parliament to a debate next week.

Leaders of NZ First, the Greens, ACT and Te Pāti Māori have accepted.

They will face The Press and a crowd of more than 2000 people at the Christchurch Town Hall, on Tuesday, October 10. This will be the final power brokers debate before polling day.

Press editor Kamala Hayman said she was “thrilled” to be hosting the coalition parties in Christchurch next week, ahead of an election which was expected to give these minor parties far more power in Parliament.

Hayman, as well as Stuff political editor Luke Malpass and Stuff chief political correspondent Tova O’Brien would host the debate.

It would be streamed live on Stuff as well, from 7pm on Tuesday.
