The Christchurch City Council decided in December to build the facility at Kyle Park, after Denton Park was ruled out following public opposition.
The Halswell-Hornby-Riccarton Community Board shocked the community on August 27 when it voted against confirming the exact location of the facility within Kyle Park. The board also decided not to proceed with the development of a concept plan and did not approve the scope for the project.
