The Right to Protest

I agree that NZ should allow protests to occur, similarly I also agree with the right free speech. What gets my goat is these protesters are flouting the law. What makes matters worse is that the NZ police huff and puff and tell everyone that the protester’s actions are illegal and that they have police in numbers to curtail any illegal actions.
What really happens is that the protesters thumb their noses at authority and do what they want. Meanwhile the police, after all their warnings, either escort the protesters or look in the opposite direction and whistle as though ‘nothing is happening here’. This appears to be blatant anarchism yet nothing is being done. What precedence is this setting?
