North Canterbury’s mayors are hopeful the incoming Government will stick to its promise to scrap the Three Waters reforms.

The Waimakariri, Hurunui and Kaikōura councils have been among the more vocal opponents of the Labour Government’s Affordable Waters legislation.

The legislation, which was revised earlier this year, proposed the creation of 10 entities to control the country’s Three Waters infrastructure, with the North Canterbury councils included in the Canterbury/West Coast entity.

The National and Act parties campaigned on a promise to repeal the legislation and replace it with a new proposal based on community ownership of water services.

"We look forward to the new Government swiftly repealing the outgoing Government’s legislation to honour that commitment," said Waimakariri mayor Dan Gordon, co-chairperson of the lobby group Communities for Local Democracy (C4LD).

"Both leading into the campaign, and during the campaign, they’ve been clear with Kiwis that this was their intention, and they have the electoral mandate now to get on with it and fix this flawed reform."

Gordon said reform was urgently needed, but central and local government needed to work together to ensure the best outcome.

Three Waters was suggested as a solution to the country's ageing water service infrastructure.

The legislation aimed to give the new water organisations greater financial flexibility to make infrastructure upgrades to improve the safety, reliability and affordability of water services.

An alternative model was presented by Gordon in November, alongside Auckland mayor Wayne Brown and Christchurch mayor Phil Mauger.

It would see the water regulator, Taumata Arowai, remain in place alongside local ownership.

Localised Regional Water Organisations (RWOs) were suggested as an alternative to the government’s proposed 10 entity model, which would be set up in partnership with Mana Whenua.

It was proposed the RWOs have access to investment capital through a new Water Infrastructure Fund, administered by central government’s Crown Infrastructure Partners.

The degree of any formal co-governance would be determined by local communities in consultation with mana whenua, rather than by central government, Gordon said.

Kaikōura mayor Craig Mackle said his preference was to join a North Canterbury RWO, which could include Kaikōura, Hurunui, Waimakariri, Christchurch and Selwyn.

Hurunui mayor Marie Black said her district had been concerned about the "loss of ownership" from early on.

"We look forward to progress being made on that commitment once the new Government is in place.

"There is a little bit of uncertainty at the moment and it will take a bit of time, but I have a high level of confidence because of the determination the parties expressed in the campaign."

She called on the new Government to work in "true partnership" with councils across the range of reforms, including the Resource Management Act reform and the future of local government.

Comment has been sought from Te Kura Taka Pini (the Ngāi Tahu freshwater group).

A Te Rūnanga o Ngāi Tahu spokesperson said the rūnanga is "apolitical" and works with the government of the day.

I am totally in love with Earthing/Grounding. "WHY"? I hear your ask, well I will tell you.
Grounding is a practice whereby individuals are put in direct contact with the surface of the Earth. It includes walking barefoot outdoors, swimming in the oceans and lakes or sleeping, working and relaxing indoors with bare skin in contact with conductive mats, pillows etc, in order to maintain the body at Earths electric potential.
(I have a grounding mat under my bare feet while at my computer)

The earths negative electric surface charge is virtually limitless reservoir of free electrons that is constantly replenished by the global atmospheric electric circuit. The Earthing hypothesis states that when direct skin contact is made with the Earths surface or a ground system indoors, the body's electric potential equalises with the Earths potential thereby maintaining the body's access to the earths negative surface charge (electrons). This contact prevents build-up of static electric charge on the body and allows the body to store a supply of electrons.

Published research indicates that grounding yields a broad array of intriguing positive changes within the physiology and bioelectrical construct of the body. Multiple reported benefits include the following.

Improved sleep, decreased pain, a normalising effect on cortisol, reduction of stress, diminished damage to muscles caused by delayed onset of muscle soreness, lessening indicators of osteoporosis, and improved thyroid function, glucose regulation, immune response, and blood fluidity. WOW!

But what I want to show you today is the benefits that grounding has on our face! Increased blood flow to the face is seen as a major natural way to rejuvenate the skin of the face. A study was done on grounded and ungrounded subjects at BioMed IRB of San Diego.

“The results demonstrate, for the first time, that even one-hour contact with the earth restores blood flow regulation to the face that may enhance skin tissue repair, health and vitality, and optimise facial appearance, which may also have broad implications for overall cardiovascular function and health.”

If there are improvements on the exterior while you ground, it’s because there are improvements to the interior.

Incumbent Kaikōura MP Stuart Smith has held onto his seat by a large majority, but he won't be the only Marlburian in Parliament.

With special votes still to be counted, National's Smith finished the election with 18,050 votes, a margin of more than 10,000 to his closest rival, Labour candidate Emma Dewhirst.

New Zealand First candidate Jamie Arbuckle, also a Marlborough District councillor, looked set to enter Parliament as a list MP with New Zealand First over 6%.

Speaking earlier in the night at the Woodbourne Tavern in Renwick, a confident Arbuckle said he was looking forward to taking on the “life-changing experience”.

“I think it’s an amazing achievement. The team has worked really hard, it’s a great result for this electorate,” he said.

”It’s going to be important to have that voice for local issues around the Sounds roads issues, [and] we’ve got those major infrastructure projects with Port Marlborough and the combined colleges.”

Arbuckle, who was sixth on New Zealand First’s list, said he did not want to put Marlborough through a costly by-election, so he intended to continue his role as a councillor.

“Obviously my council role will be different from what it has been,” Arbuckle said.

“But there’s also a lot of stuff I can still achieve for the council."

He congratulated Smith on winning the electorate.

“He does work really hard, and I look forward to supporting him in ways I can, but also learning the role of being an MP myself," he said.

Meanwhile, Smith, surrounded by friends and family at the Blenheim Club at 10pm on Saturday, said he was happy with the results so far, with the numbers for the National Party tracking well too.

“I just want to thank everybody who has supported the National Party, and me,” Smith said.

“Without their support we wouldn’t have got the result that we did.”

Smith, about to enter his fourth term, joked he had “finished his apprenticeship”.

“The night has been great. Election nights are always filled with tension as they should be, because it’s a really important night,” he said.

“This is, in my view, the most important election of my lifetime.

“The politics, the division, has been sent to the dust bin where it belongs.”

Looking ahead to the challenges, Smith said the rebuild of the Marlborough Sounds roads, damaged during flooding in July 2021 and August 2022, needed to be delivered on.

As he had stated throughout his campaign, there needed to be a “fair amount” of funding from central government to help the Marlborough District Council with the rebuild.

The second thing that “worried” him was the flow-on effects of the Picton ferry terminal redevelopment, which would cater for new, larger ferries.

He thought it would lead to congestion challenges on State Highway 1.

“From there [Picton], almost to Christchurch, we have a significant issue with the number of trucks and cars that will be on the road at any one point,” he said.

“Getting that traffic through Blenheim as well will be a challenge, and I think that has to be a priority for our electorate.”

Labour candidate Emma Dewhirst was still smiling despite losing the seat.

Speaking at her campaign headquarters, Dewhirst thanked the people that had supported her.

“I don’t think you can walk into a seat like Kaikōura and expect it to flip immediately, and so it can’t be a single race if you’re serious,” she said.

“That’s a fact right?”

National took 41.4% of the electorate’s party vote, while Labour had 21%. It was a complete flip to that of the 2020 election, when Labour took 44.1%, compared to National’s 30.7%.
