Does more need to be done to deal with freedom camping in Akaroa?

Akaroa residents are calling for action on freedom campers, arguing issues related to the practice are showing little sign of easing up.

Residents have frequently complained to the Christchurch City Council, taking photographs of litter and piles of faeces and toilet paper to bolster their case for more enforcement measures.

My mind tends to wander:
I do not see any problem with regifting it back to the person who gave it, they obviously liked it. In fact, that might work out well as you buy the present you want, then gift it to someone you know who will gift it back.
Perfect, no decision needs to be made about Xmas presents
