The Ministry of Civil Defence and Emergency Management (MCDEM) is leading the implementation of a new nationwide emergency alert channel. Emergency Mobile Alerts are due to be available by the end of 2017. See the following website for details:

Check if your phone is able to receive Emergency Mobile Alerts. If your phone is on the list, ensure the phone is updated to the latest available operating system. Many phones have yet to receive the required update, so make sure to check back every few weeks in case your phone doesn't support this new feature yet.
