They are sending an alert or siren for the New Zealand ShakeOut drill.
ShakeOut is a self-run drill that can be done at any time. There won't be a mobile alert or notification.
In a real situation, there is never an alert before an earthquake. The shaking is your natural cue to keep yourself safe and Drop, Cover and Hold.
There may also not be enough time for an alert before a tsunami. So if you're near the coast, and the earthquake was 'long or strong', don't wait for an official warning - evacuate to higher ground.
