USA president's pay is too low to attract the best candidates.
The president of the USA is paid US$400,000 per year plus some untaxed allowances. This low figure is not going to attract the best people who would have to take huge wage cuts.
I would think that the pay for this stressful job should be closer to what CEO's of large corporations earn - somewhere around US$24 million a year.
