But less than a year later mayor Garry Howard's ambitious dreams have turned to dust. There will be no West Coast plant and Howard has said he will not seek re-election. On Thursday, a vote of no confidence in the mayor was supported by an overwhelming majority of his Buller district councillors.
Renew Energy has said it will press ahead with plans to build a new plant, but it won't be on the West Coast.

Osborne urged anyone else going into the bush to be prepared, even if they did not intend to there for long.
"I'd be a lot more prepared in future, check the time, charge my phone, bring a lighter, some snacks, tell people where you are going. I am pretty lucky to be here still. It nearly cost me my life," he said.

KidsCan is changing that. Theyβre delivering raincoats, shoes and five fresh meals a week to 25 early childhood centres. Attendance is up, and the children are happier and more settled.
"Everyone has the same meal so children don't feel like they have less," Manaia View Kindergarten teacher Kathy Belz says. "It's upholding everyone's mana.β

The idea has been discussed by West Coast Regional Council after a report two years ago from University of Canterbury natural hazards Professor Tim Davies.
Davies suggested removing the stopbanks would broaden the river and lower the height of the river bed near the State Highway 6 Bailey bridge. However, the new course could inundate hundreds or thousands of hectares of farmland and force the NZ Transport Agency to move the state highway.
