Dazed and confused by ghost road markings

Which way is the arrow pointing? It's hard to tell in the rain. New road markings have popped up around Wellington to make way for new bike lanes and bus lanes. But the old one white lines have been painted over with just a lick of black paint, leaving a confusing shadow.
