17.5kg Gas bottle refills - Recommendations

Hey Neighbours,

I'm looking for a solution / recommendations in terms of the following dilemma ..

The gas supply to a tenanted property I currently manage is via 2x 17.5kg refillable bottles which in the past have been refilled from the self service gas refill station in Newtown however unfortunately this has now closed down with the only alternative in Petone.
Unfortunately, this poses an issue given that the tenants do not have a vehicle however another issue is, is that having contacted many gas companies it seems no one will deliver either.
A further issue is that gas companies will not refill 17.5kgs and if we were to move to the next size bottle 45kg, they still wont deliver due to stairs to the property falling under a safety hazard.

I'm not sure where to from here in terms of finding a solution, therefore if any one has any helpful recommendations / ideas please do share.

SISTERS OF ST PETER CLAVER MISSION FAIR

There will rapid raffles and stalls including toys, plants, jewellery, cakes, jams, etc.
Proceeds go to purchase five plastic water tanks in Kibuye-Bondo, Kenya and construction of toilets for Nseng-Long parish and village in Cameroon.
