Rush took the action as seven councillors sung a short waiata after a move from councillor Jill Day to request a vote on establishing iwi seats on council committees.
He objected to the proposed amendment because it fell outside the scope of the council paper, which is aimed at reviewing the electoral system for the next two elections.
