Aeonium arboreum 'Zwartkop' Black Rose. There are lots of these close to the footpath near the Western end of MacArthur St in the gardens of several homes. I didn't see it with the naked eye but the photo shows what appears to be very fine and tiny white spikes around the edges of the outer petals. Could be that they are meant to make it difficult for crawling insects enter the flower.
