Is this Rotorua land fit for housing?
The proposed site for Rotorua's first Special Housing Accord development was considered for a cemetery 14 years ago, but rejected due to the presence of "sewage sludge" and the fact that the area was also flood-prone.
The developer behind the plans for the almost 200 home project said he was well aware of the past concerns about the site, but was confident the sludge was no longer there after conducting about 120 soil tests.

One proposed solution? Small levies on industries that profit from financial hardship — like banks, casinos, and similar companies.
