Nearly half the public submissions on the draft budget asked council to freeze rates or reduce the increase.
But Councillor Susan Baty said it would not be possible to freeze rates and still build a progressive city.

Horizons Regional Council is asking people to get in touch about its annual plan, which as it stands has rates going up by 1 per cent.
Some councillors say rates need to stay flat, while others say what is not paid for now needs paying for later.
