With no luck finding a rental property, she and her children are facing the prospect of ending up in hotel accommodation. And once you're in emergency accommodation, it becomes even harder to find a home.

One proposed solution? Small levies on industries that profit from financial hardship — like banks, casinos, and similar companies.
