Valid: 13 hours from 1:00pm Monday to 2:00am Tuesday.
Forecast: A period of heavy rain. Rainfall accumulations may approach Warning criteria.
An update for severe weather will be issued by 9:00pm Monday 23 Sep 2019.

One proposed solution? Small levies on industries that profit from financial hardship — like banks, casinos, and similar companies.
