speed limit signs

isn't it about time the government looked into the practice of roading crews placing 30kph signs on the state highways. They seem to put them in place at the start and end of a days work. Regularly about a 2 kilometer stretch at a time. Oh for the days of the Ministry of Works. at least they would only have 70kph speed limits for the area that they were immediately working on and would uplift them when not working.
Isn't it illegal to leave signs up when not physically working on the road, unless no white lines repainted..
I see there are 70kph signs at the approach to the Waitaki river bridge.the so called patch on the road is no worse than the rest of SH1.
