Runner with dog wearing a haltie/gentle leader

There is a female runner with dog who runs south along Naenae Rd about 8.15am most mornings, every time I see the dog it seems in pain in the face and distressed. The runners hand seems to tug at the face and the dog seems to react to that every movement. There are a few dogs I've seen wearing these training leads and they don't seem at all concerned but this particular dog seems very distressed. Could anyone reassure me that this dog is ok? I had dogs for over 40 years and can recognize pain and discomfort
