A multi-million dollar blowout caused by waste, road and water infrastructure changes has raised red flags on the South Wairarapa District Council balance sheet.
Wastewater works across the district and emergency work in Featherston have seen capital budgets increased.
The closure of the overseas market for paper and cardboard recycling has upped costs in disposal, with costs set to increase by as much as $250,000 rise in costs per year.
In August, NZTA signalled a one per cent reduction in its payments to SWDC.
It will also halve its contribution to maintaining Cape Palliser Rd, as it phases out its Special Purpose programme for coastal roads. .
Risks on two sewage projects, at Papawai and Martinborough, have seen costs increase.
A major sewer failure under the rail tracks crossing Featherston’s main Fitzherbert St had added a further $400,000 in costs.
An electrical upgrade not included in the original project scope has added more than $650,000 to work on the town’s water supply.
Lake Ferry’s wastewater system, damaged by contractors in July, is to undergo further work, with costs not yet known.
The council's finance, audit and risk committee will receive the report today [Wednesday October 21] at 2.30pm at Martinborough's Waihinga Centre.

in the central Wairarapa service town. Developers had already started building apartment complexes just in behind the High St, with plans for Melbourne-like laneways and artisan enclaves.
Comparisons between in the central Wairarapa service town and Australia’s ‘Garden City’ may seem farcical, but the Carterton mayor’s vision has merit, according to local business owners.

Trish Hina could be the greatest sportswoman you have never heard of.
A product of Naenae College, she later settled in Gisborne, where she was a social worker.
Her sporting CV includes representing New Zealand in touch, softball, rugby and rugby league.
Initially, her sporting success came in softball, playing for New Zealand and helping her club and Hutt Valley win numerous titles.
League was however her first love and in 2000 Hina was named MVP at the first women’s World Cup, where New Zealand beat Great Britain 26-4.
She was prominent in the Kiwi Ferns retaining the World Cup in 2005 and 2008.
In the 2008 defence, Hina was named MVP for a second time. In the final, New Zealand thrashed Australia 34-0, with Hina scoring two tries and kicking three conversions.
In 2010, she achieved arguably her greatest achievement by being selected to play for the Black Ferns at the World Cup.
She became the first female to win rugby and league World Cups.
Towards the end of her career, Hina was diagnosed with kidney disease and she was unable to fulfill her dream of playing Sevens at the Rio Olympics in 2016.
In 2015, she was inducted as a Hutt Valley Sports Awards legend.

This is what she wrote about her picture.

"It was both beautiful and sobering coming across a nesting kereru (Hemiphaga novaeseelandiae), aka wood pigeon, couple yesterday - I was following a grey warbler at the time. They had set up their twiggy nest in the crown of a punga tree.
The couple were so intensely private I felt like an atheist that had accidentally stumbled into a church or a mosque - big and bumbling and out of place, but in awe and still having a grotesque fascination for the stain-glass windows. I took my photos and quietly left."

NZ Transport Agency is planning a round of night closures on the busy road to prevent daytime disruption.
Twenty-two nights of maintenance from 9pm-4am over the next several months are scheduled to start on November 8, some of which are planned in five-day blocks.
Carterton nurse Michelle Wilson who works at Hutt Hospital was disappointed commuters weren’t given more notice, as her roster for next month was already set.
