Waka Kotahi said Wellington's Terrace Tunnel is closed to traffic heading southbound, and warned commuters to "expect delays". Northbound lanes near the tunnel are partially blocked and moving slowly.
It's been said that a protester has glued their hands to the road and is needing assistance to be removed.
"Police advise motorists to avoid the area and expect delays."

Help is at hand – our i-SITE team members have produced an ideas-packed booklet called, ‘Autumn School Holiday Ideas’ which can be downloaded from our site, or people can collect copies from our Masterton or Martinborough i-SITE offices.
It covers family fun, the Carterton Event Centre’s activities, general events, an ‘out and about’ section, outdoor adventures and swimming, bike tracks and hire, family walks and even some techie stuff with two open days at the Crash Coders Campus, 2 Bannister Street, Masterton on 21-22 April from 10am to 4pm.
The Autumn school holidays are upon us and there’s a while to go before the kids are back in classrooms. Most schools officially reopen on Monday 24 April, but many are having this as a teacher-only day. Tuesday 25 April is a national remembrance holiday, ANZAC Day. So, for children and parents, getting back to the normal routine will happen on Wednesday 26 April.
The holiday ideas booklet is a handy document to have on hand anyway as much of the contact information is valid all year round. It will be updated before every new school holiday.
Keep it close by to use as a first-stop resource for contact phone numbers and website details on local things to do.
