A loophole in legislation is allowing pool owners to ditch pool fences in favour of covers. Do you think the covers will properly protect people for drowning? The video in the story makes it appear the cover is quite sturdy, but do you it's completely child proof?

One proposed solution? Small levies on industries that profit from financial hardship — like banks, casinos, and similar companies.
