Ports of Auckland, Mismanagement? or a victim of Covid?

The current congestion situation being experienced at Ports of Auckland needs to be subject to an independant inquiry as to how this has been allowed to happen and accountability taken, the resulting chaos will surely place more strain on our retail sector as goods that have been ordered for their xmas trade will not see shelves until well after the xmas break, once again placing pressure on covid ravished businesses needing a robust xmas trading period.
Ports of Auckland will proclaim and hide behind the convenient covid excuse, but how do they explain that the majority of their cranes are sitting idle as they don't have operators to man them, and why is this one may ask? could it be something to do with the amount of staff laid off during covid that have never been replaced. Then of course to offset their losses they place extra charges on importers and exporters, the latest being a congestion charge that they themselves have created, and surprise surprise if you don't pay it you don't get the goods, but at the end of the day my fellow consumers who is going to pay the extra charges ( no prizes for getting this right ) YOU and ME
