Fires lit and odd people in Radley Park

Yesterday while walking the dog through Radley Park there was a man acting very oddly, walking towards us and then away several times and then hiding behind trees watching from a distance, he definitely did not seem all there . Was an older fella 50 or above, curly fair hair and wearing a black puffer jacket.
Today around 3pm I was walking the dog in the park again and came across two fires, one lit in the bushes beside river and the other in wood chips against houses fence line.
Be careful in the park, seems there are some strange people about.
