Clearly they can’t afford to compensate all those owners faced with sudden bills of $2000 or much higher, there is no way to exclude spurious claims, but perhaps they may consider allowing the ratepayers to append the bill onto their rates, to be paid off over time. Or perhaps they could tap* WaterNZ, who instigated the whole charade, for a substantial contribution. As experts in chlorination WaterNZ must have known irreparable damage to many cylinders would be inevitable.
