Councils and the GVT do not listen ??
How many times to you hear this?
This is often a baseless statement and sometimes a 'lie'
What it means to most who post it, is that 'they' should have listened and decided to action your recommendation.
In fact it almost certainly means that 'they' have listened and it does not fit their plan, policy, or they plain do not agree with the idea.
To some, having an idea rejected, is 'them' not listening.
