Noisy neighbours 108 Purchas Street (Elderwood Lane)

Taken me a year of stress to write this but I live a few feet away from the 'flats' at 108 Purchas Street - the ones at the end in Elderwood Lane who are having a 'battle of the bands' which is driving me and neighbours crazy. It's a very built up corner with recent flats added to 21 Packe St. Screaming metal music at all hours and bad amplified practising has driven each neighbour to 'amp up'. I'm in touch with council and will be with property owners but any Neighbourly assistance appreciated.
