Only shops selling certain goods can legally trade on Easter Sunday, and those breaching conditions can be fined up to $1000.
But Auckland Mayor Phil Goff says critics have left it too late, as the process to change trading rules can take over a year.
Local government has had the power to rule on whether retailers can open on Easter Sunday since the National government passed the responsibility down in 2016.
Prior to this, only shops that sell necessities, such as dairies, service stations, and pharmacies, were given exemptions to trade.
Thirty-nine of the country’s 67 councils have created bylaws to date allowing retailers to open if they want, but Auckland, Wellington, and other major centres remain opposed.
Newmarket Business Association chief executive Mark Thomas said the restrictions are “ridiculous and out of date”.
“There are so many discrepancies in the law it seems a bit ludicrous,” he said.

That shiny new item on sale for a bargain may be too good to be true, police say.
The warning comes after two people were arrested for allegedly attempting to sell stolen items.
The arrests follow investigations into mail and parcel thefts in Hobsonville and Greenhithe, West Auckland.
An 18-year-old woman and a 32-year-old man have been charged with burglary, theft of mail and fraud related matters.
A number of stolen items are appearing for sale on social media, a police spokesperson said.
Often these could be brand new items, which are stolen, listed for sale.
"In the past offenders have created fake profiles in order to sell stolen items, before blocking buyers shortly after," police said.
If buying online, you should:
*Check the social media profile of the seller. Is it a new profile or relatively blank? It could be a fake profile.
*Be cautious if the seller insists on meeting at a public place. This could mean the vendor is selling stolen items and doesn't want to be identified.
*Use a reputable online site to sell items.
*Go by the saying, "if it's too good to be true, it probably is."
If you are having parcels delivered, police recommend you require a signature for your delivery and arrange to have your parcel left in a place hidden from the road.
Recipients are encouraged to get their parcels delivered to a work address or if possible, to collect the goods from the courier's depot.
If you see suspicious activity, phone 111 immediately.
Phone 105 to report a burglary.

The two turtles, Spock and Kibou, were released off Northland’s Tutukaka coast after a karakia on March 17.

The two turtles, Spock and Kibou, were released off Northland’s Tutukaka coast after a karakia on March 17.
Spock, a green sea turtle, was found on Muriwai beach in September 2020 with serious injuries to digits on both her front flippers.
She was taken to Kelly Tarlton’s aquarium and made a full recovery after getting the digits amputated.
Kibou, a loggerhead turtle, was found stranded in October 2019, also on Muriwai beach.
He had a severe shoulder wound and lung infection.
Kibous received urgent care from Auckland Zoo’s vet hospital, including intensive care and antibiotic treatments.
He gained 13kg ahead of his release.
“I would love to say that all turtles are as lucky as Kibou and Spock but unfortunately that’s not the case as there are significant threats facing turtles in the wild,” Louise Greenshields from SEA LIFE Kelly Tarlton’s said.
Turtles face danger from “human impacts” such as boat strikes, entanglement, plastic ingestion or habitat destruction.
Earlier this year, a protected black turtle died after a boat propeller lacerated its shell and punctured its lung.
Team Turtle urges people to report injured or stranded turtles to the DOC emergency hotline on 0800 DOC HOT (0800 362 468).
