Why is panic buying still happening?

The supermarkets will remain open during the lockdown period so why are there still queues of people panic buying? We're supposed to be avoiding crowds - not creating them!! You are increasing risk of transmission to staff, other shoppers and yourself...

One precious thing we are allowed is to walk our dogs and my baby girl loves her walks so. But please people, DOGS ON LEASH. When you have a dog run up to other people, you are forced to engage with others in close proximity. It's really not pleasant when you are trying to keep a safe distance from others and you are consistently being approached by dogs off leash and people chasing after them. We need to share the space, with more space between us than ever. Please be considerate and conscious of keeping your distance - please! DO THE RIGHT THING. LEASH YOUR DOG!
