Upper Hutt City Council is proposing a full upgrade of H2O Xtream Aquatic Centre at a cost of $17.5m over the next decade.
Eleven children were hospitalised and many others required medical attention on April 1 following a chlorine-related incident at the facility.
“The facility is ageing; it requires a lot of expensive, ongoing maintenance and needs a complete overhaul,” according to the council’s Long Term Plan 2021-2031, which has gone out for consultation.

The house, owned by Auckland Council subsidiary Auckland Transport, was used as a site office by Waka Kotahi NZ Transport Agency staff working on the $46 million cycleway between Glen Innes to Tāmaki Drive, Auckland Transport spokesman Mark Hannan said.
But locals say the property has been all but destroyed by vandals since the cycleway was completed in 2016.
The property is one of several that have become run down and derelict under the ownership of local government.

Spotless and Auckland Unlimited, which owns the stadium in Albany, have come together to provide the free healthy lunches daily to 26 schools in Henderson, Massey, Ōrākei and Maungakiekie-Tāmaki.
The stadium’s full production-sized kitchen was a big investment but was “hardly” used during the week, Auckland Mayor Phil Goff said.
However, the arrangement would see the kitchen used every weekday, producing a stream of revenue for Auckland Council, eliminate some of the burden from ratepayers all while creating employment for 90 people in what Goff described as a win-win arrangement.

The 2.3 kilometre road has 17 transit zones – nine towards the city and eight towards Birkenhead - which can only be used by cars with three or more passengers between 6.30am and 9am, and 4pm-6pm, Monday to Friday.
The current enforcement method involves Auckland Transport staff standing on the side of the road with a camera, however a spokesman said that put them at risk of being abused by angry motorists.
The new cameras will allow for more consistent monitoring of the lanes, the spokesman added.
Each of the 17 transit zones will have one remote monitoring unit, each containing four cameras.
