Small Businesses Open on First Day of Lock Down

Hmmm, I'm not clear on understanding why I saw two retail shops open today, being the first day of lock down. As a healthcare worker I was in transit to my client's home and passed a cake shop that was clearly open with customers and also a fruit and vege shop also with customers inside.
