Beer Pump tap
I believe this is a beer or similar type tap whereby lifting the handle sucks liquid up and pushing the handle down will expel the liquid out the spout. It needs a new washer if it is to work. The chrome would likely polish up very well. Maybe suitable for a handyman home brewer.... !
