Hi neighbours. More than a year on from Haoran Chen's tragic death at Torpedo Bay wharf, details of the council's review into the provision of life rings has emerged. It found "inconsistencies" with the types of rings used, how they were stored and noted some had gone missing as they were too easy to remove. How do you think life rings could be better stored?
